The Cédula de Extranjería is Colombia's national identity card for foreign residents — the foreign-national equivalent of a Colombian citizen's cédula. It is issued by Migración Colombia to holders of M (Migrant) and R (Resident) visas.

Without it, foreigners cannot open a Colombian bank account, sign a long-term lease, register a vehicle, or complete most legal or financial activities in Colombia.

How to Apply

Five steps to obtain your Cédula

Receive your visa approval

The Cédula process begins only after Cancillería issues your M or R visa. With visa in hand, your 15-day deadline starts from the date you arrive in Colombia (or the date the visa is issued, if you are already in Colombia).

Book an appointment with Migración Colombia

The application is processed by Migración Colombia, not Cancillería. Appointments are scheduled online through the Migración Colombia portal. Slot availability can be tight in major cities — book as early as possible after visa approval.

Gather required documents

Your passport with the M or R visa stamp, the visa approval document, proof of address in Colombia, and the completed application form. Bring originals and one set of photocopies. Foreign documents do not generally need to be apostilled for the Cédula step — the visa application already established your status.

Attend the appointment, pay the fee, and provide biometrics

At the Migración Colombia office, you present documents, pay the government fee (approximately COP 294,000 / USD $91), and have biometric data collected — fingerprints and a photograph. The appointment itself is typically under an hour if your documents are in order.

Receive your Cédula

Migración Colombia issues the physical card within 1 to 4 weeks of the appointment. You can pick it up in person at the office where you applied. Once you have it, the Cédula is valid for the same period as your underlying visa.

Who needs a Cédula de Extranjería?

All foreigners holding a Migrant (M) visa or Resident (R) visa must obtain a Cédula de Extranjería within 15 days of receiving the visa or entering Colombia, whichever applies. Visitors on tourist (V) visas generally do not need one, with limited exceptions for certain V sub-types and longer-duration V visas like the Digital Nomad.

How long do I have to apply after receiving my visa?

You have 15 calendar days from the date you receive your visa or enter Colombia (whichever applies to your situation) to begin the Cédula application. Missing this deadline results in fines from Migración Colombia. Fines range from approximately COP 1,752,000 to COP 8,762,000 depending on the length of the delay and other circumstances.

How long is the Cédula valid?

The Cédula's validity matches the validity of the underlying visa. For most M visas, that is up to 3 years. For R visas, that is 5 years and renewable. When the visa is renewed or replaced, the Cédula must also be updated.

Can I apply for the Cédula from outside Colombia?

No. The Cédula application requires an in-person appointment at a Migración Colombia office in Colombia. Biometric data — fingerprints and a photograph — is collected at the appointment. You must be physically in Colombia.

What happens if I lose my Cédula?

If your Cédula is lost or stolen, report it to Migración Colombia and request a replacement. There is a fee for replacement issuance. It is recommended to file a police report for a stolen Cédula and bring that report to your replacement appointment.

Does the Cédula give me Colombian citizenship?

No. The Cédula de Extranjería is a foreign-national ID — it identifies you as a legally resident foreigner, not as a Colombian citizen. Colombian citizenship is a separate process (naturalization) that requires meeting a qualifying residency period and applying through Cancillería. Do I need an attorney to apply for the Cédula?

Not strictly. The Cédula process is significantly simpler than a visa application.
